Alliance to End Homelessness in Hudson County

In September, 2006, the United States Interagency Council on Homelessness Executive Director Philip Mangano welcomed Hudson County into a national partnership to end homelessness that includes 223 other communities throughout the U.S. Each community was to create a ten-year plan to end “the homelessness of those who are the most vulnerable, most disabled, most likely to live and die on the street,” Mangano said.

The ceremony was held at St. Lucy’s Shelter in Jersey City where elected officials, community and church leaders, members of the corporate sector, and local citizens including homeless and formerly homeless individuals and families celebrated the start of Hudson County's ten-year plan. Executive Director Mangano named United Way of Hudson County President Dan Altilio as co-chair of the Alliance along with four other co-chairs: Hudson County Executive Tom DeGise, Jersey City Mayor Jerramiah Healy, Goldman Sachs’ Vice President Corporate Services and Real Estate Chanda Gibson, Newark Archdiocese Bishop Thomas Donato, and Bishop Thomas Robinson of the Inter-Denominational Ministerial Alliance.

“United Way of Hudson County is dedicated to finding solutions that will end homelessness for the men, women and children in our communities,” President Altilio says. “Everyone deserves a place they can call home.”

In September 2006, the Hudson County Alliance to End Homelessness (HCAEH) started work on a ten-year plan to end chronic homelessness. They sought after and initiated a contract with Monarch Housing Associates, Inc., to develop the ten-year plan with input from government officials, non-profit organizations, and those agencies working closely with Hudson County’s homeless population. Monarch Housing Associates, Inc., the First Winner of the Governor’s New Jersey Excellence in Housing Award in 1995, is a non-profit corporation dedicated to the "right to housing" for all persons with disabilities and to the development of permanent, affordable and supportive housing opportunities for consumers of mental health services, the developmentally disabled and the homeless.

The Alliance’s ten-year plan consists of 45 action steps to end homelessness that includes building 650 units of housing and providing health care and support services to homeless individuals and homeless families dealing with temporary dislocation due to fire, job loss, domestic abuse and other crisis. Members of the Alliance and representatives from Monarch Housing meet regularly to discuss funding and support of the ten-year plan and its future implementation.
